Yes, flat as a pancake, at least until 20 million years ago...

Until that time, San Antonio was the ocean floor. Then the Balcones fault lifted the Balcones escarpment north of San Antonio and formed the edge of the Texas Hill Country. Remarkably, no one was injured in San Antonio during this upheaval.
